They constantly need to update library programming and planning strategies. Our strategic planning work stems from the assumption that library services and operations need to respond to changes in the environment.  You may be encountering difficulties in the building.  There may be technology or collection development issues, leading to conflicts, inconsistency, irresolution, and confusion.
